Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are fought: hopeful statements are delivered from different nations. Significant resources is devoted on restraining particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from across the border, a ability afforded by current data. From witness perspectives, military aircraft that had been dispatched to intercept incoming guided weapons flew past – modern combat jets provided to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, probably supplied through allied countries. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: perhaps the incoming missile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – probably Western-made equipment. Sadly, the bullets missed the enemy aircraft – it maintained course toward its target.
With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on external assistance – a need that European nations are evidently unprepared to replace in the short term.
Failed Diplomacy
The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This trend will, undoubtedly, endure.
Political Considerations
It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington operates on a premise well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unrealistic to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does minimal to discourage Russia, through statements or actions, from assuming that the situation will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but avoiding a total frontline collapse until conditions improve in its favour.
Current Realities
Factually, there are no real preconditions for a truce. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a just a single week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
